Preventing and resolving major risks is one of the three major battles in the decisive period of building a well-off society in an all-round way. Financial security is not only related to the overall economic situation, but also closely related to people’s lives. Especially in recent years, various emerging financial platforms and products have emerged in an endless stream. While solving the "pain point" of demand, new technologies and new means have also brought some hidden risks. Many financial security problems are emerging from people and gradually accumulating and expanding.

Starting from me, everyone is the first gatekeeper of financial risks by understanding financial knowledge, enhancing risk prevention awareness and cultivating a rational view of wealth. Starting from today, this newspaper launched a series of reports "Rejecting the financial risks around us", focusing on three areas that are closely related to daily life but also need to be regulated — — Consumer loan market, payment industry and internet insurance, introduce new financial products, rationally analyze possible hidden risks, explore ways to resolve risks, and make people’s financial life safer and more satisfactory.

Convenient and quick, refueling for consumption.

From high-end furniture, jewelry and antiques to digital products, refrigerators and televisions, consumer loans have supported the rapid development of the retail consumer market.

"In August this year, the whole family was preparing to travel abroad. At that time, it was just in time to pay the English training fee for the children. It cost about 70,000 to 80,000. Unfortunately, at that time, the money was a little tight, so I thought I could borrow some money." Xing Hui, an employee of a state-owned enterprise in Nanjing, finally chose a bank consumer loan with lower interest rate after comparing the products of banks and Internet financial platforms.

Because it was only a short-term emergency, Xing Hui borrowed it for one month, with a quota of 50,000 yuan, and the interest rate was three ten thousandths per day, so the annual interest rate was about 10%. "Maybe it’s because I had a good credit in the bank before, and the loan approval was particularly fast. Apply on mobile banking, and after a few hours, 50,000 yuan will arrive. " Xing Hui said. After the repayment, the bank called to show the consumption details, and Xing Hui photographed the payment voucher and sent it, which passed smoothly.

But recently, loans have not been so "loose". "I want to apply for short-term consumer loans these days, and I found that the bank’s pre-loan review is strict, and the materials required are more specific. Bank staff said that it is necessary to strictly review the use of loans at all levels to apply for consumer loans now. " Xing Hui said.

In addition to banks, consumers can also obtain loans from consumer finance companies, e-commerce platforms, Internet staging platforms and small loan companies. More and more young people are beginning to try new ways of consumer loans.

Wen Nie just graduated from school of visual arts, Shanghai, majoring in photography. During his internship at the TV station, Wen Nie had a wish to photograph the natural beauty of his hometown Shennongjia with drones. After comparing prices on various e-commerce platforms, Vinnie finally chose to buy a DJI UAV in 24 phases on an e-commerce platform, just in time for the interest-free activities of the platform, and the repayment for each phase was only 225 yuan.

"At that time, I could get an internship salary of more than 2,000 yuan per month, and the repayment pressure was not great, so I didn’t need to reach out to my parents for money. Now, I am used to buying various electronic products by installment, such as mobile phones and computers that I use now, all of which are bought in this way. " Vinnie said.

In recent years, consumption has replaced investment as the first driving force of economic growth, which is inseparable from financial support. According to the data of the People’s Bank of China, this year is 1-mdash; In September, residents added 1.49 trillion yuan of short-term consumer loans, which was 1.79 times that of last year. Consumer finance showed explosive growth. From high-end furniture, jewelry and antiques to digital products, refrigerators and televisions, there are corresponding financial services and products in various consumer fields.

"Residential sector loans include mortgage loans and consumer loans. In recent years, the financing balance of the residential sector has risen rapidly. By the end of 2016, the balance of residential mortgage loans in China was about 20 trillion yuan, and the balance of consumer loans was only five or six trillion yuan. Mortgage loans were equivalent to about four times that of consumer loans. In mature markets such as the United States, the debt balance of the residential sector exceeds that of the enterprise sector, and the proportion of mortgage loans and consumer loans is equivalent in the financing balance of residents. It is conceivable that with the development and upgrading of the consumer market and financial products in the future, there is still a lot of room for growth in consumer loans. " Ceng Gang, director of the Banking Research Office of the Institute of Finance of China Academy of Social Sciences, said that if the growth rate of 20% is predicted, the scale of China’s consumer credit will exceed 12 trillion yuan by 2020.

The down payment is not enough, and consumer loans come together.

Due to the differences in customer groups and risk control capabilities, the proportion of consumer loans provided by various financial and non-financial institutions may be higher.

While boosting people’s consumption, there are also many problems in the consumer loan market, such as numerous participating institutions, mixed fish and dragons, lax examination of the qualifications of lenders, and inadequate supervision of the amount and use. Coupled with the irrational consumption and borrowing of borrowers, consumer loans are transformed into "down payment loans" and "investment loans", which breeds potential risks.

At the beginning of this year, Chen Jing, an employee of a cultural enterprise in Beijing, wanted to change the school district for her children. Suddenly, the purchase restriction policy was introduced intensively, and Chen Jing panicked, fearing that the subsequent cost of buying a house would be higher and higher. The seller who talked about it also felt that he could not wait any longer, for fear that the house price would fall. Together, the two families decided to pay a quarter of the total price of the house as a down payment, and passed the house first.

I haven’t sold my house, and I have to pay millions of yuan for it. Where did so much money come from? Chen Jing pieced together several million yuan, and the remaining fund gap can only be solved by loans. "At that time, it was more convenient to apply for a loan from the bank. The bank saw that my previous credit record was relatively good, and quickly gave me a credit loan. The money was directly transferred to the account, and then I could control it freely. As long as the repayment can be made on time, the bank should not be too concerned about how to use the money. " Chen Jing said that the interest rate is acceptable, which is about 30% higher than the benchmark interest rate. "Now the mortgage has not been fully completed. When the mortgage and credit loan are paid together, the pressure is still not small, and it will cost about 40,000 yuan a month."

Chen Jing learned that in addition to this kind of loans directly transferred to the borrower’s account, some banks’ loans give the borrower a spending limit, which requires actual consumption behavior before they can be used. But this is not without a "flexible" approach, you can find a merchant to cash out, as long as you pay a certain handling fee.

"Now bank loans are much stricter, and it is difficult to get a maximum loan of 1 million yuan, which is basically about 300,000 yuan, and the interest rate has also risen a lot. Asked a few months ago, it is basically at least 40%. " Chen Jing learned that recently, it began to strictly investigate the flow of consumer loans, cracked down on down payment loans, and banks strictly controlled the misappropriation of personal consumer loans to purchase houses.

Looking at the unclear flow of consumer loans, we can’t just stare at banks. "There are also various types of financial and non-financial institutions that provide consumer loans, and there is also the possibility of entering the property market, and the proportion is higher. This year, the special rectification of Internet finance continued, and the number of platforms in peer-to-peer lending decreased, but the trading volume of platforms increased. The data shows that in the first half of the year, the national online loan turnover reached 1.93 trillion yuan, a year-on-year increase of 72.81%. At the same time, the loan balance of small loan companies reached 960.8 billion yuan in the first half of the year, an increase of 31.3 billion yuan over the beginning of the year, which was the first time in the past three years. Online lending platforms and small loan companies do not monitor the flow of funds, and the possibility of misappropriation of funds is high. There are also a few platforms and intermediaries that directly provide loan support for the down payment of house purchases. " Dong Ximiao, a senior researcher at Chongyang Financial Research Institute of Renmin University of China, said.

Different customer groups and different risk control capabilities also make risks more concentrated in the field of consumer loans outside banks. "Different consumer platforms serve different people and face different risks. The customers served by commercial banks have stable income, good credit records, rational consumption concepts and relatively controllable risks. And serving students, migrant workers, blue-collar workers, etc. ‘ Long tail crowd ’ The risk of consumer finance platform will be higher. Under normal circumstances, the platform’s risk control ability is insufficient, and the consumption scene is missing. It will choose to cover high risks with too high interest rates. The consequences of this will breed circular risks, causing long-term borrowing, borrowing new and returning old, and inappropriate collection methods. " He Fei, a senior researcher at the Development Research Department of Bank of Communications, analyzed.

Fill the gap and protect consumers.

Some platforms have insufficient information disclosure, and the interest rate is not high, but when all kinds of expenses are added up, the comprehensive cost is very high.

The risk can’t be underestimated, but the turbidity current is not mainstream. Risk trigger points such as loan misappropriation and excessive borrowing are not the main reasons for the rapid growth of consumer loans.

"The real reason for promoting the growth of residents’ short-term consumer credit scale is that in the process of consumption upgrading, the credit demand space of retail customers is gradually opened. With the rising income level of residents and the improvement of consumption and payment technology, people’s demand for consumer financial products will become stronger and stronger, and the consumer loan market and the retail market complement each other and promote each other. " Ceng Gang said, of course, we should also pay attention to the possible impact of excessive leverage in the residential sector.

The "melee" between financial institutions and non-financial institutions should be changed, and all kinds of institutions engaged in consumer loan business should be strengthened in supervision, and unified regulatory standards and requirements should be applied without discrimination.

"The sources of lending funds for many platforms are unclear and there is a risk of long-term lending, which implies that the flow of funds between platforms is quite frequent. Supervision must first find out the source of funds for platforms. Secondly, it is necessary to conduct in-depth investigation on the customer acquisition method, risk control and scenario expansion of a single platform, and eliminate and clean up a number of informal consumer finance platforms. And check the legality of all subjects in the consumer loan ecological chain, including the consumer loan platform itself, the Internet giants and other diversion platforms, personal credit reporting pilot institutions, third-party collection agencies, third-party data providers, etc., and severely crack down on interest collusion and illegal interest transfer. " He Fei said that we can learn from some foreign experiences, strengthen supervision, and strengthen legislation and market access mechanisms. In particular, it focuses on the access standard, licensed operation, interest rate ceiling setting, loan use limitation, platform exit mode, etc.

There must be comprehensive and perfect consumer protection laws and regulations. Ceng Gang introduced that in mature markets such as the United States, institutions engaged in consumer credit have higher entry barriers, and the regulatory rules concerning retail business are more stringent than those concerning public business. These countries think that the customers of retail business are less able to identify risks than companies and need protection more. On the contrary, the consumer credit market has developed relatively late and its scale is not large. Before, it focused more on protecting the interests of financial institutions and neglected the protection of lenders. In the future, with the continuous development of the consumer loan market and more and more people involved, it is even more necessary to fill the gap and escort everyone’s financial life with regulations.

"Now some platforms have insufficient information disclosure. The interest rate mentioned is not high, but when all kinds of expenses are added together, the comprehensive expenses are very high. " Ceng Gang said that some platforms use this way to induce consumers to borrow excessively, without making borrowers fully aware of the troubles and consequences that high interest rates may bring to themselves. In particular, minors, or students who are not deeply involved in the world, have a vague understanding of risks and are more likely to over-consume and over-borrow.

In the long run, we should speed up the construction of an honest society and improve the personal credit information system. He Fei said that at present, the construction of China’s credit system is still difficult to support the rapid development of the credit society, and the personal credit information system lags behind the development of credit, which leaves a loophole for illegal platforms. The regulatory authorities should cooperate with public departments, formal financial institutions, licensed consumer finance companies, large-scale Internet platforms, personal credit reporting pilot institutions, large-scale data companies, etc. to jointly promote data information sharing and market-oriented credit reporting system construction and support the development of consumer credit business.

For individual residents, they should borrow reasonably and control leverage according to their own economic ability. Dong Ximiao said that in general, the monthly repayment expenditure should be controlled below half of the household income, and it is best not to exceed one third.

Consumer finance company’s products have small single credit line and fast approval; Internet consumer finance embeds consumption scenes.

Where can I apply for a consumer loan? (Extended reading)

At present, the institutions engaged in consumer finance business in the market can be roughly divided into four categories: commercial banks, consumer finance companies approved by the China Banking Regulatory Commission, Internet consumer finance, including e-commerce platforms and Internet staging platforms, and other institutions such as small loan companies.

  commercial bank

Commercial banks engage in consumer finance mainly through the following three forms: first, holding or participating in consumer finance companies; The second is to cooperate with various e-commerce platforms to realize the extension of consumption scenarios. The third is to independently launch credit products and build an e-commerce platform. Commercial banks have a huge customer base and massive user consumption data, so they can provide diversified innovative credit products through the analysis of customers’ consumption habits and credit ratings.

  consumer finance company

Consumer finance companies are positioned as a supplement to traditional banks, mainly targeting low-and middle-income groups and emerging customer groups. Compared with banks, it has unique advantages and competitiveness because of its small single credit line, fast approval, no mortgage guarantee and flexible service.

The current business models of consumer finance companies can be divided into three categories. One is mainly based on offline channels; A main online and offline e-commerce model; There is also a category that positions itself as an Internet finance company.

  Internet consumer finance

With the popularity of the Internet, the combination of the Internet and consumer finance is closer, and all aspects of traditional consumer finance activities have realized electronization, networking and informationization, greatly improving the efficiency of consumer finance. Compared with traditional consumer finance, Internet consumer finance has distinct characteristics: massive data support, enhanced user experience, and the embedding and penetration of consumer scenes to make up for the lack of traditional consumer finance in the segmentation field.

According to the report released by the National Finance and Development Laboratory, Internet consumer finance includes the following representative modes: one is the consumer finance of e-commerce platform, represented by Ant Financial, Jingdong Finance and Suning Finance; One is Internet consumer finance in market segments; One is the main installment shopping Internet consumer finance platform; One is the platform that focuses on mobile credit.

  Other institutions

There are also some microfinance companies involved in consumer finance. Take AEON Group as an example, its microfinance company in Shenyang provides customers with installment payment services for durable consumer goods such as household appliances and furniture, which can achieve 30-minute approval, fixed monthly repayment, and no need for credit card or mortgage guarantee.

By 2020, soil remediation will drive the environmental protection industry to increase its output value by about 450 billion yuan.

Air pollution can be blown away by rain, and water pollution can follow river of no return, but once the soil is polluted, it will last forever. Choking smog and discolored river water mean the existence of air and water pollution, but it is difficult for ordinary people to distinguish polluted land from its appearance. Historically, soil pollution appeared together with water pollution and air pollution, but due to many problems such as complex causes, unclear rights and responsibilities, insufficient sources of funds and unclear profit model, the related governance has long lagged behind the governance of water and air.

In May 2016, the State Council promulgated the Action Plan for Prevention and Control of Soil Pollution ("Soil Ten Articles"), which opened the curtain of soil remediation. In November of the same year, the draft of the Law on the Prevention and Control of Soil Pollution was released, and the system design of prevention and protection, control and restoration was initially determined. In March this year, the Ministry of Agriculture issued the implementation opinions on implementing the "Ten Articles of Soil" and deployed to strengthen the prevention and control of soil pollution in agricultural land. The publication of a series of documents makes people pay great attention to the soil remediation industry.

Who comes first in prevention, control and restoration?

In the eyes of many people, contaminated soil remediation is a big cake in the environmental protection industry. Many people in the industry have estimated that the scale of the industry driven by it will reach several trillion yuan. With the introduction of "Ten Articles of Soil" and its supporting documents, it is found that it will take time for the industry to reach the target scale. According to the data provided by the Land Remediation Center of the Ministry of Land and Resources, the output value of soil pollution remediation industry in China is less than 1% of the total output value of environmental protection industry. The relevant person in charge of the Ministry of Environmental Protection also said that the document will promote the development of related industries such as soil environmental quality monitoring, investigation, evaluation, remediation and equipment and drug production. By 2020, it is estimated that the new output value of the environmental protection industry will be about 450 billion yuan.

Large-scale soil treatment is a worldwide problem, and its complexity and investment are far greater than air and water. The more difficult governance is, the more important prevention and control is. According to Chen Nengchang, a researcher at Guangdong Institute of Ecological Environment and Soil, the publication of a series of documents marks the change of the concept of soil pollution prevention and control in China, from one-size-fits-all index control to comprehensive prevention and control that emphasizes prevention first and risk control. The experience of soil pollution control in developed countries shows that the investment ratio of pollution prevention, risk management and control, and remediation is roughly 1∶10∶100. He believes that the essence of soil pollution prevention and control is to classify and rationally use land on the basis of protecting soil. Simple soil remediation is the last and last resort.

If soil pollution can’t be cured, it needs "pulse" first, and "prescription" is not just a dose of soil remediation. According to the plan of the Ministry of Agriculture, on the basis of detailed investigation and monitoring of cultivated land soil pollution, the environmental quality of cultivated land should be divided into three categories: priority protection, safe utilization and strict control, and classified management of cultivated land soil environmental quality should be implemented. Give priority to the protection of unpolluted and slightly polluted cultivated land, use moderately and slightly polluted cultivated land safely, and strictly control heavily polluted cultivated land. This means that for cultivated land with slight pollution, the planting structure can be adjusted and trees that do not absorb heavy metals can be planted; For those with particularly serious pollution, risk control, fallow farmland or ecological migration can be implemented instead of one-size-fits-all soil remediation.

At present, the central government has set up a special fund for the prevention and control of soil pollution, which is mainly used for the investigation, restoration and treatment of soil pollution. The Ministry of Agriculture has successively carried out pilot projects in Tianjin, Guangxi, Hunan and other places to control and repair heavy metal pollution in agricultural products producing areas, and launched demonstration projects for pollution remediation in nine polluted areas. For typical crops and pollutants, a demonstration area for comprehensive control and restoration of cultivated land pollution will be built, and 10 million mu of polluted cultivated land will be controlled and restored before the end of 2020.

Where does the repair fund come from?

Hechi City, Guangxi is one of the six pioneering areas for comprehensive prevention and control of soil pollution in China, which is determined by "Ten Articles of Soil". Sixteen years ago, a heavy rainstorm caused a tailings dam in Huanjiang County of the city to break, and tens of thousands of mu of cultivated land along the coast were polluted by heavy metals. In order to repair cultivated land, farmers once adopted the original method of sprinkling lime, but with little effect. According to the local characteristics, in 2005, the Institute of Geographical Resources of Chinese Academy of Sciences developed the intercropping restoration technology of super-enriched plants and economic plants. The government distributed Pteris vittata seedlings, Sedum alfredii seedlings and mulberry seedlings to the villagers free of charge to guide them in planting. Pteris vittata and Sedum alfredii are super-enriched plants, which have strong absorption capacity for heavy metals. By enriching heavy metals in stems and leaves, heavy metals in soil are taken away.

After the technology was mature, in 2010, with the support of 24.5 million yuan of central special funds for the prevention and control of heavy metal pollution, the soil pollution control project around the Yangtze River was launched, which was the first farmland soil remediation project in Guangxi. With the mode of "local government leading, technical support from scientific research institutions and farmers’ active participation", the project has restored a total of 1280 mu of polluted farmland. Five years later, the output of agricultural products in the treatment area reached more than 90% of the local normal level, and the qualified rate of heavy metals in agricultural products reached 95%, and the project passed the acceptance. In the past, the cultivated land with no grain harvest is now a lush mulberry field.

The causes of soil pollution are complex, the treatment is difficult and the period is long, which requires huge financial support. The data show that from 2007 to 2015, among the 316 soil remediation projects with a total investment of about 9 billion yuan in China, the amounts from financial funds, self-raised funds and the combination of financial and self-raised funds were 63%, 14% and 21% respectively. "Remediation funds mostly come from finance, and it is difficult to form a reasonable profit model, which restricts the development of soil remediation industry. We must speed up the exploration of the market-oriented development of soil pollution remediation. " Xu Minggang, deputy director of the Division of Agricultural Resources of China Academy of Agricultural Sciences, suggested that socialized governance should be strengthened, and the promised governance mode that the governance effect is linked to fees can be adopted.

"The pioneering area for comprehensive prevention and control of soil pollution itself is to innovate. Whether it is PPP or third-party governance, there must be predictable returns." The relevant person in charge of Hechi City Environmental Protection Bureau said that on the basis of the existing PPP model exploration pilot, the value of land resources development and utilization should be used as a bridge to integrate the restoration of polluted sites with the development of construction land, the restoration of polluted farmland with the development of planting industry, attract social capital investment, and the government and enterprises jointly control soil pollution and share the benefits of land development and utilization.

Where to find a good way to cure the soil?

"China’s research and development of soil remediation technology is about 20 years later than that of developed countries in Europe and America. There is still a big gap in remediation technology, equipment and application, which restricts the industrial development of domestic soil remediation technology." Liu Zhengjun, chairman of Hunan Yongqing Environmental Protection Group, said that at present, a considerable part of China’s restoration technologies and equipment are imported from abroad, which is expensive to purchase, high in equipment maintenance cost and poor in economy. Due to the differences in soil types and pollution levels, these technical equipment are "acclimatized". This requires domestic enterprises to develop practical remediation technologies and equipment with independent intellectual property rights and suitable for the characteristics of polluted soil in China.

Xu Minggang introduced that the treatment of heavy metal pollution in soil at home and abroad mainly starts from two aspects: first, activation means, that is, increasing the solubility and mobility of heavy metals, transferring heavy metals from soil solid phase to soil liquid phase through soil leaching, and then recycling and treating wastewater rich in heavy metals, which is also the main method adopted for heavy metal treatment in urban land at present. The second is passivation, that is, changing the existing forms of heavy metals in soil and reducing the bioavailability of heavy metals, thus reducing the absorption of heavy metals by crops. From the point of view of agricultural production, passive means is more in line with the development level of agriculture in China at this stage, which is economical, reliable and easy for farmers to master, and is conducive to large-scale promotion.

At present, the agricultural sector has launched a pilot application of typical farmland pollution control and remediation technology. Based on the type, degree and regional representativeness of soil pollution, pilot projects for the treatment and restoration of polluted paddy fields, vegetable fields and dry land will be implemented in batches in typical cultivated land pollution areas. According to the pilot situation, a number of applicable technologies with low cost, good effect and easy popularization will be formed, and a catalogue of recommended technologies for farmland management and restoration will be compiled and published.

Relevant experts told reporters that technology should be tailored to local conditions and comprehensively implemented. Taking the heavy metal pollution of cultivated land as an example, the cost of comprehensive restoration is high, such as repairing an acre with the method of alien soil, which costs hundreds of thousands of yuan; Some take a long time, for example, it takes decades for plants to absorb heavy metals. Therefore, it is necessary to reasonably select one or more technologies such as external pollution isolation, irrigation water purification, low accumulation variety screening and application, water and fertilizer regulation, soil conditioning, alternative planting and so on according to the situation, so as to gradually realize crop safety production.

Economic Daily China Economic Net reporter Qiao Jinliang

American experts: Prevention of water-borne infectious diseases should be emphasized after the earthquake.

Xinhuanet Washington, May 22 (Reporter Zhang Zhongxia) Experts from the University of California, Los Angeles recently said in an interview with Xinhua News Agency that after the earthquake, the health department should focus on monitoring water-borne infectious diseases and strengthen epidemic prevention.

Kimberly Shoafur, a disaster medical expert at the Center for Public Health and Disaster of the school, said that if there were some water-borne diseases in the disaster area before the earthquake, generally speaking, the health department would control them through public health measures such as disinfection. The earthquake will inevitably interrupt some health measures, so water-borne diseases may reappear after the earthquake.

Shao Afu said that for this problem, health and epidemic prevention personnel need to make up for the epidemic prevention force in time during the fragile period after the earthquake. Health and epidemic prevention personnel who go deep into the disaster area should also explain to people that the earthquake itself will not cause some infectious diseases and should not cause excessive panic after the disaster.

People in some earthquake-stricken areas may be worried that the decay of the victims’ remains will cause some diseases. In this regard, the expert said that under normal circumstances, many diseases between people are spread through secretions such as droplets in the respiratory tract, or through feces polluting food, water or the environment, and then spread through the way of "disease from the mouth", but the source of transmission must be living. Only when the corpse comes into contact with the water system and spreads the pathogenic bacteria of intestinal diseases can pollution occur, but the cases are limited.

Shao Afu also pointed out that the psychological trauma caused by the earthquake to survivors should be fully paid attention to. Mei Lite Schreiber, an expert who specializes in children’s psychological trauma after the disaster, told Xinhua that in a natural disaster like the Wenchuan earthquake in China, some children suffered serious psychological trauma, and even those children whose relatives survived may have psychological trauma. In the years after the disaster, these children may also have grief, depression and post-traumatic stress reaction.

Schreiber said that at present, there are a series of clinically proven psychological intervention therapies in the medical field, and the treatment targets are divided into adults and children. Psychological relief workers in earthquake-stricken areas in China can quickly determine which children have the most serious psychological trauma according to the mental health identification method in the medical field, and then adopt corresponding psychotherapy for treatment and nursing.

The Biography of Naruto Bo Ren: A New Endurance Attack: A Review of the Flashy Endurance Stewing.

Biography of Naruto: New Endurance Attack is a brand-new attempt of Naruto IP, which is different from the extreme storm series that is good at telling stories and performing effects. Naruto: New Endurance Attack focuses on online PVP. In this game, online battle of 4V4 is the main gameplay. Players compete with other players in different modes by teaming up, thus improving their level and dominating Endurance League. The biggest selling point of this game is the powerful customization system. Players will no longer play the role in the original, but create a unique "ninja" by customizing ninja, equipment and image. This also allows it to distinguish itself from the extreme storm series.

However, this insurmountable "mountain" is undoubtedly a difficult challenge for "Huo Ying: New Endurance Attack". From the previous preview, the first impression of the game is very profound, and the customized system with strong plasticity in 4V4 online battle has successfully attracted the attention of the original fans. Then, can "Huo Ying: New Endurance Attack" carry forward this IP on the road of the game like the extreme storm series?

Wandering stars
The scene between Naruto and Sasuke is as bad as the scene where Batman’s parents died.

The story of "Huo Ying: New Endurance Attack" happened after the comic book Endurance World War, when Naruto had become Huo Ying. In order to better prevent future wars, Konoha organized a Endurance World League with other villages. The player is a contestant and comes to Muye Village to participate in the competition. Different from playing the original role in other Huoying games, in Huoying: New Endurance Attack, with the powerful custom system of the game, players can pinch out unique roles. The advantage of not controlling the original role is that players can participate in the battle in their own capacity, giving players the greatest sense of participation.

If you read the original, you will find that although there are many options for each part, most of them actually split the characters’ faces and costumes in the comics for players to choose from. If you don’t like the original role, you can make an identical one according to the role you like.

Wandering stars
From head to toe, clothes to accessories can be customized, and you will often see all kinds of strange and fancy players in the hall.

The custom system of the game is not limited to the shape of the character, but can be reflected in the "avatar system" of the game. You can understand this system as a profession. Players decide their own role attack methods according to four basic types. Of course, you can switch at any time in the subsequent battles.

Avatars are mainly divided into attack, defense, shooting and healing. In fact, you can put them in the right place with other basic occupations that are common in online games. Attack is good at melee output, shooting is good at remote output, and most skills of defense are defensive. The more you play an auxiliary role in the team, the more you are a wet nurse, which can support your teammates. Each battle consists of a team of four players. Although theoretically speaking, it is reasonable to output one T and one wet nurse according to the matching of occupations, in fact, in this game, attack and shooting have a great advantage in the battle, and teams like 4 attacks, 2 attacks and 2 shots often appear, while Shouheyue rarely sees them play because of their low attack power.

Wandering stars
The skills of the characters are all familiar moves in the original, and they can be combined at will according to different occupations.

Each class has two main skills and an arcane meaning, and the weapons it can carry are also different according to different classes. It should be noted that the professional customization system is very powerful. As long as the players upgrade their level, the obtained ninja skills can be matched at will. You can either let the characters open eight armor-dodgers and put spiral pills, or you can use them together with Deidara’s explosives.

Wandering stars
Players can worship the characters in comics as masters and learn their unique skills by upgrading their level.

Of course, the system also provides players with a number of characters in comics. If you are tired of using custom characters, it is also a pleasure to use a set character.

Wandering stars
As a random game, there are only 20 characters in comics available to players at present.

It should be noted that playing needs to be connected to the internet all the time. It is not easy to play smoothly. Besides having a good network environment, the server is often disconnected and stuck, which has become a "threshold" that hinders players’ smooth experience. At the same time, each battle needs to be matched on the basis of a player’s network. If the owner’s network is not good, the other seven people in the room will be stuck and affect the battle, or they will be kicked out of the room to match again. This situation of being kicked out without rhyme or reason appears very often in the game.

Wandering stars
This is probably the most common interface you see when you experience the game.

The annual funding amount is more than 290 billion yuan. Big data helps students with accurate and efficient funding.

Some time ago, Lu Wei, a graduate of Beijing Institute of Technology, returned to her hometown and became a directional Selected Graduates in Guangxi Zhuang Autonomous Region. Talking about this choice, she said: "With the help of the national funding policy, I successfully completed my studies. I am duty-bound to return from my studies and build my hometown. "

Like Lu Wei, thanks to the increasingly sound student financial aid system, more and more students are no longer out of school because of family financial difficulties, but also get incentives for self-improvement and all-round development. The reporter learned from the Ministry of Education that at present, China’s student financial aid has realized the combination of multiple policies of "award, assistance, loan, exemption, diligence, supplement and reduction", with an annual subsidy of 160 million people and an annual subsidy of more than 290 billion yuan.

  The system is more complete

All classes, all schools and all students with financial difficulties from families are fully covered.

Fu Huiping was born in a remote mountain village in Hongya County, Meishan City, Sichuan Province. In 2012, her father was accidentally injured at the construction site, resulting in lifelong disability, which made the poor family worse.

"Just when we were most embarrassed, the care of the party and the government came quietly." Fu Huiping said that during junior high school, on the basis of the "three exemptions" policy of compulsory education, she enjoyed an annual living allowance of 1,250 yuan for students from poor families and an annual education poverty relief fund of 2,000 yuan. During senior high school, I will enjoy 3,000 yuan of state grants and 1,500 yuan of educational poverty relief funds every year.

With the continuous support, Fu Huiping was able to study with peace of mind. Last year, she was admitted to Sun Yat-sen University with excellent results. At the same time, she received a subsidy of 5,000 yuan from 1000 yuan and Yucai Education Foundation for freshmen, and applied for a student loan.

"Along the way, I remember everyone who helped me and every student fund." Fu Huiping said: "I want to turn care into the driving force to move forward, study hard, and pass on love and hope."

To protect people’s livelihood and warm people’s hearts, student financial assistance is related to education equity and people’s livelihood well-being. In recent years, from the establishment and implementation of the pre-school education funding system, to the exemption of tuition and miscellaneous fees for students with financial difficulties in ordinary high schools, to the establishment of national scholarships for secondary vocational schools, and the introduction of national funding measures for college students to enlist in military service, the scope of student funding has gradually expanded and the scale has steadily increased, achieving three full coverage of the funding policy "all classes, all schools and all students with financial difficulties in families".

Not long ago, the Notice on Adjusting and Perfecting the Relevant Policies of Student Loans was issued, which clearly stated that the maximum loan amount per student per year of national student loans would be increased by 4,000 yuan, the interest rate of national student loans would be reduced by 30 basis points, and the commercial student loans for graduate students would be carried out at the same time. The relevant person in charge of the Ministry of Education said that with full consideration of China’s economic and social development and the changes in students’ needs for assistance, the funding policies for each school section will be gradually improved.

"China’s student financial aid policy system includes not only the policy of helping the poor, but also the policy of rewarding the excellent and encouraging and guiding. The introduction, adjustment and improvement of each financial aid policy have been fully investigated and demonstrated, which not only draws lessons from international common experience, but also considers China’s economic and social development, and strives to solve the urgent problems of the people, fully demonstrating the characteristics of China." Ding Xiaohao, a professor at Peking University Institute of Education, said.

  Help is more accurate

Big data analysis has become a staff assistant for student financial assistance.

Li Yafeng, from Zhangbei County, Zhangjiakou City, Hebei Province, was both excited and anxious when he received the admission notice from Xi ‘an Jiaotong University: "There was a rainstorm and flood disaster this summer, and our family suffered serious economic losses. I don’t know if I can apply for a difficult subsidy in a situation like mine? "

When I was at a loss, the phone call from the school counselor solved the urgent needs of Li Yafeng’s family. "Before entering the school, the teacher gave me a detailed introduction to the funding policy, and guided me to apply for a special subsidy for disaster relief and apply for a student loan. At the time of registration, students will be admitted through freshmen ‘ Green channel ’ I entered school smoothly, and the school also distributed necessary daily necessities such as mattresses. " Li Yafeng said that these cares made him feel very warm.

In the process of student financial aid, how to ensure that no one is left behind, that no student is dropped out of school because of family financial difficulties, and how to put every penny into practice and play its role? "Accuracy" becomes the meaning of the title.

"Precision funding should be supported by informationization, so that data can become a staff assistant for student funding." Sun Zao, deputy secretary of the Party Committee of Xi ‘an Jiaotong University, introduced that the school has set up a big data analysis and service platform, comprehensively opened up the business systems of 16 departments, including academic work, teaching, enrollment and employment, and built a multi-dimensional and full-cycle growth file for students, so as to accurately depict students and accurately identify the aided students. For abnormal situations such as sudden changes in consumption habits, decline in academic performance, irregular attendance and rest, through early warning information, counselors and class teachers are reminded to follow up in time to carry out difficult subsidies, academic counseling, employment counseling, psychological assistance and other related work.

Accuracy is the inevitable requirement and the basic method of student financial aid. Henan province has fully implemented the national funding system, implemented the data periodic reporting system, realized the informationization of funding management, and also developed a facial recognition supervision system to promote the funding into the "one card" distribution of benefiting the people and farmers; Peking University opened the Yanyuan sailing project to help the funded students in a grid way, so as to realize the cross coverage of the financial aid managers and sailing instructors for students with financial difficulties; Zhongnan University of Economics and Law encourages faculty and staff to integrate home visits of poor students into work such as out-of-town investigation, exchange and discussion, social practice, etc., and strive to improve the accuracy of the identification of funded objects … … Schools around the country take measures to ensure that student financial assistance is fairer and more efficient.

"Starting from formulating the basis for identification, refining the working procedures, and establishing a comparison mechanism, we can accurately identify the aided students, find the accurate base, use technical means to carry out smart funding, and use big data analysis to carry out invisible funding. Nowadays, the accuracy and timeliness of the implementation of student financial assistance policies have been significantly enhanced." Ding Xiaohao said.

  Cultivate more comprehensively

Attach importance to the improvement of students’ comprehensive quality and ability

Some time ago, Liu Liwen, a student of Beijing University of Posts and Telecommunications, participated in a theme social practice that impressed him deeply. During the 10 days, the team members came to Tibet, made an investigation in the border villages in Lajiao Township, Luozha County, carried out patriotic propaganda in rural primary schools, and patrolled the border with border guards and border guards … …

"I come from a remote township in Sichuan. As a beneficiary of the student financial aid policy, I have the opportunity to come to the frontier and witness the development, changes and prosperity of the motherland. I am very grateful to the country and the school, and I will work harder, be more tenacious and be more active in my future study and life." Liu Liwen said.

"It is one of the important goals of our student financial aid work to let students enter the society, go deep into the front line, understand the national conditions and people’s feelings, and cultivate the feelings of home and country." Alice Chan, director of the Financial Aid Center of Beijing University of Posts and Telecommunications, said that the school has gradually established an all-round and diversified financial aid and education system to ensure that every aided student has a secure life, motivation to learn and a platform for development.

In recent years, student financial aid has gradually extended from security to development, and the aided students have developed in an all-round way. Schools all over the country integrate socialist core values into scholarship selection, grant application, student loan handling, work-study and other links, carry out in-depth inspirational education, gratitude education and honesty education, focus on cultivating students’ spirit of striving for Excellence, glorious consciousness of labor and self-improvement quality, and guide students to establish a correct outlook on success, employment and values.

At the same time, under the guidance of the subsidy policy, "solving difficulties — Educating people — Become a talent — A virtuous circle of feedback has gradually taken shape. Hundreds of thousands of aided normal students have devoted themselves to rural basic education, which has improved the quality of rural teachers; A total of 750 thousand college graduates have taken root in the central and western regions, hard and remote areas and old industrial bases, optimizing the structure of grassroots cadres and professionals; A total of 1.76 million people have enjoyed state funding for military service (including direct recruitment of non-commissioned officers), which has promoted the modernization of national defense and the army.

"Student financial aid must adhere to the people-oriented principle. While doing a good job in economic assistance and life assistance, we should pay more attention to students’ quality training and ability improvement, give more support and help in study and study, provide and create more opportunities in social practice, and provide more guidance and help in employment and entrepreneurship." The relevant person in charge of the Ministry of Education said that it should be a higher pursuit of student financial assistance to make every child grow into a talent and realize his life dream.

Separated for more than 30 years, year-end reunion! Father carried pickles to find his son and traveled all over China.

On February 22, Cheng Jiguang and his wife finally reunited with their son Cheng Xueping, who had been separated for more than 30 years. The family wept with joy. Image source: Huaxi Dushi Bao police for the picture

In early spring and February, in northern Sichuan, the atmosphere of the New Year has not yet dispersed, and rape blossoms have begun to spit yellow dew gold. On February 22nd, Qin Yujie, from Jize County, Handan City, Hebei Province, traveled thousands of miles with his wife and children and rushed back to his "home" in nanbu county, Sichuan Province.

At the age of 3, Qin Yujie was separated from his parents. In order to find him, my father traveled all over China with pickles on his back. In Handan, because he pronounced "shoes" as "children", he was called "Southern Baby" by the villagers. All along, he has been looking for his biological parents.

Finally, with the help of Sichuan police and Hebei police, the DNA comparison of father and son who have been separated for more than 30 years was successful. On February 22nd, the family finally reunited.

The hug that came 30 years late said "stop crying" but tears kept flowing.

On the 22nd, Qin Yujie finally returned to Chengjiawan Village, Xingsheng Township, nanbu county. One kilometer away, you can see the banner of "Welcome Baby Home", the sound of firecrackers, and the enthusiastic villagers came from Shili Baxiang to meet them. The whole mountain village is boiling, which is more lively and festive than New Year’s Eve.

After more than 30 years, the blood relationship has been cut off. On this day, Qin Yujie confirmed that his original name was Cheng Xueping. Parents and sons hugged each other tightly, crying with joy, constantly wiping tears for each other and comforting each other "stop crying".

Send the prepared banner and take a group photo with the police, volunteers, family members and neighbors … … Qin Yujie is very busy. In order to celebrate the return of wanderers and the reunion of their loved ones, the family has already prepared a reunion dinner, competing with each other to pick up food for each other. Although there are tears in their eyes, the smile at this time is so sweet.

Passion surges, tears mingle with joy, holding my son’s hand, touching and checking the marks left on his head when he was young, asking, talking, caring and attaching … … A pair of fiery eyes are wet, and I can’t wait to spit it out after decades … …

The youngest son disappeared in Guizhou, and his father searched half of China with pickles on his back.

It dates back to 30 years ago. Cheng Jiguang and Gao Lingzhen, who live in Chengjiawan Village, Xingsheng Township, nanbu county, Sichuan Province, are hardworking and simple, living an ordinary and happy life. In July 1985, their son was born and named Cheng Xueping. In order to raise it well, I also took a nickname "Wa Wazi". The birth of a son added a new hope to this small family.

Originally, Xiaoxueping was taken by her grandmother, but Cheng Jiguang and Gao Lingzhen were going to work in Guizhou, and they were reluctant to leave their son at home, so they took him to Guizhou. Who knows that after about 20 days in Guizhou, the child disappeared.

One day in July 1988, Cheng Xueping, who was only three years old, was playing on the construction site, but in the evening, when Cheng Jiguang and his wife were busy all day, they found that their son had disappeared and immediately looked around the construction site. At that time, Cheng Jiguang thought that his son might be playing nearby, and he might be able to find it later, but a few hours later, his son still disappeared. After that, Cheng Jiguang and his wife began to embark on a long road to find children.

In order to find their son, the couple not only spent their savings from working for many years, but also owed a lot of debts. Due to lack of money, Cheng Jiguang had to carry dry food and pickles, and searched all over the country for his missing son, and searched most of China. Later, Cheng Jiguang and his wife entered the DNA blood sample data into the national abduction DNA database.

Nanwaiwa in rural Hebei pronounced "shoes" as "children"

At an early age, Qin Yujie of a village in Jize County, Handan City, Hebei Province felt different from other children in the village. He always pronounces "shoes" in other people’s mouths as "children", so he is often laughed at, and others say that he is a baby from the south.

Gradually, Qin Yujie knew that he was not his father’s own, and that his father was just a foster uncle. The "foster uncle" was single when he adopted him, but later he got a wife and his own children, so he was ready to give him away.

Qin Yujie, who was ignorant and afraid, begged the "foster grandmother" not to give herself away again. The kind "foster grandmother" let the eldest son adopt Qin Yujie and become his adoptive father.

In the adoptive father’s home, Qin Yujie has never had a birthday for 30 years. He is bent on finding his biological parents and "home" and wants to know where he came to Hebei.

DNA screening breaks through the fog and finds the son who has been separated for 30 years.

God helps those who help themselves. In July 2018, nanbu county police received a notice from their superiors that the DNA blood samples of Cheng Jiguang and his wife were highly similar to those of a man named Qin Yujie in the blood bank. After learning the news, Wang Hao, the squadron leader in charge of abduction, immediately contacted Qin Yujie to learn about his basic situation. However, at that time, Qin Yujie was a DNA blood sample left when he was working in a foreign country, leaving no identity information and contact information, and had already left his place of work. This clue was interrupted. Nanbu county police did not give up, further strengthened investigation and contact, and finally found out Qin Yujie’s identity information.

In November 2018, in order to ensure accuracy, the abduction police contacted Cheng Jiguang and his wife for a second DNA blood sample collection while looking for Qin Yujie. At the beginning of this year, Sichuan police contacted the police in Jize County, Handan City, Hebei Province, and found Qin Yujie who was highly similar to the "target object" and collected DNA blood samples sent by Hebei police.

On February 15th this year, the DNA comparison finally got the result, and the physical evidence appraisal institute of Nanchong City Public Security Bureau issued an appraisal document. The appraisal result showed that Cheng Jiguang and Gao Lingzhen were Qin Yujie’s biological parents respectively.

On the same day, the policeman Wang Hao informed Cheng Jiguang and his wife of the results for the first time, and the couple immediately burst into tears of joy. Huaxi Dushi Bao-Cover News

Many places have intensively landed in the property market. The activity of the New Deal real estate market is constantly "warming up"

CCTV News:On June 2nd, Suzhou, Jiangsu Province issued 16 measures for the new real estate policy, making it clear that the qualification for purchasing houses will no longer be examined in Suzhou.

In addition, non-Suzhou household registration personnel who buy or own legally owned houses in Suzhou and actually live can apply for settlement. Cancel the lower limit of the interest rate of individual housing loans for the first and second suites, and commercial banks can independently determine the specific interest rate level of each loan according to the risk status of customers. The minimum down payment ratio of the first suite is adjusted from not less than 20% to not less than 15%, and the minimum down payment ratio of the second suite is adjusted from not less than 30% to not less than 25%. If the purchaser has no housing within the urban area of the purchased housing, or only one set of housing within the urban area of the purchased housing is being listed for sale, the mortgage loan for the newly purchased housing can be recognized as the first set of housing.

Ministry of Housing and Urban-Rural Development: Increase support for new citizens and other groups to rent houses and withdraw housing provident fund.

Recently, the People’s Bank of China announced that the interest rate of individual housing provident fund loans will be lowered by 0.25 percentage points from May 18th. Subsequently, officials in Shanghai, Chongqing, Liaoning and other places announced that the interest rate of individual housing provident fund loans would be lowered. The Ministry of Housing and Urban-Rural Development said that while increasing the support for depositors’ loans, the next step will be to increase efforts to support groups such as "new citizens" to rent houses and withdraw housing provident fund.

The Ministry of Housing and Urban-Rural Development said that at present, the housing provident fund has continuously increased the extraction of renting houses in support of "new citizens", young people and families with many children to solve housing problems, and supported families with many children renting houses to extract the housing provident fund according to the actual rent expenditure.

The Ministry of Housing and Urban-Rural Development said that for families with many children who buy the first home, all localities should provide appropriate policy support such as increasing the loan amount according to the actual situation. In recent years, the amount of housing provident fund for renting houses and the number of people have increased rapidly. Every year, more than 15 million "new citizens" and young people are supported to withdraw housing provident fund to pay rent, among which young people under 40 account for more than 80%.

In addition, in terms of supporting affordable rental housing, various localities have actively taken measures to increase the amount and frequency of rental housing withdrawal, and supported depositors who rent affordable rental housing to withdraw housing provident fund according to actual rental expenses. Some urban provident fund centers have also cooperated with affordable rental housing operators to provide depositors with preferential facilities such as rent discounts and deposit relief.

Shanghai: the provident fund can be withdrawn to repay the housing provident fund loans in different places in the Yangtze River Delta.

On May 31, Shanghai issued a notice to support the Shanghai housing provident fund to withdraw and repay the housing provident fund loans in different places in the Yangtze River Delta. Since June 1st, employees who have paid housing provident fund in Shanghai have used housing provident fund loans to buy houses in Jiangsu, Zhejiang or Anhui, which is in line with the prescribed purchase situation, and there is no housing provident fund loan in Shanghai, and there is no entrustment to withdraw housing provident fund to repay the housing loan. The main lender and spouse can withdraw the balance of Shanghai housing provident fund account and repay the housing provident fund loan. Eligible people can go to the business outlets of Shanghai Provident Fund Center for consultation.

The down payment ratio of house purchase decreased, and the transaction volume of new houses in some cities increased significantly.

On May 17th, the central bank adjusted the minimum down payment ratio of the first and second home loans to 15% and 25%. What is the market performance after the lowest down payment ratio policy in history has been implemented in many places? Look at the reporter’s recent visits in several cities.

In the sales office of a commercial housing project in Yuelu District, Changsha City, Hunan Province, buyers Mr. Shi and Ms. Xue subscribed for an improved housing. In 2019, the couple bought a house for the first time in Changsha, and this time they bought a house again. They felt that the down payment and interest rate had dropped a lot.

On May 17, after the central bank announced the adjustment of the down payment ratio, Changsha and Wuhan followed suit on May 21, and both cities lowered the interest rates of the first and second home loans.

The data shows that since the implementation of the new mortgage policy on May 17, the average daily transaction volume of new houses in Wuhan has increased to 242 sets, which is significantly higher than that of 165 sets in April. In addition, the number of new homes online in Changsha has also increased significantly after the new mortgage policy.

Human terror

The lineup of this play is quite strong. It should be five episodes of series, each with its own story. Warm holiday 2

February 7th.

This drama has also ushered in the second season. It has just been finalized, and the director and screenwriter are still the last one. However, the lineup has been completely updated, and it is estimated that it is a new story with a holiday background.

The synopsis comes from Douban, and everyone can feel it:

Another winter, the homestay run by Cheng Hao, the frustrated sister of "drifting", faced bankruptcy. The big ticket from heaven was found to be Du Zheng, the star ex-boyfriend, and Liao Ran, who had the dream of being a Michelin chef, was pulled by the boss’s wife to fill the hole. There was another emotional twist between the three.

This humanistic northland, with its unique warmth, melts the ice in people’s hearts and finds their life goals for people who come here for their own reasons.

Pain is inevitable

February 8 th

A new play starring Ben Whishaw, directed at him, many friends will pay attention to it.

Take a look at the synopsis of Douban: This play is adapted from Adam Kay’s diary-like memoir "The Doctor’s Log of Abandoning a Job with Absolute Laughter", and Ben Whishaw plays a fictional version of Adam.

Adam is a doctor in the maternity ward, struggling in the hospital hierarchy-his position is low enough to endure torturous working hours, but high enough to face terrible responsibilities one after another. Adam works 97 hours a week and needs to make all kinds of life and death choices, and he knows that even the hospital parking meter earns more than himself. Facing the increasing pressure at work, he relies on his personal life to spend everything.

From the perspective of an intern, the story tells the undisguised true story in the hospital ward, depicting an exciting and full of laughter climax and showing a painful trough.

Still have to look at it.

This drama is also very powerful, and it will soon come to the third season. With so much preparation ahead, we should find out the real murderer this time.

Just, come on!

Murder of Magpie

February 10th.

The detective drama based on Anthony Holovitz’s novel of the same name, starring lesley manville, also looks like a good English drama.

Feel the synopsis of Douban: The author says that the narrative of the novel is influenced by agatha christie. This is a case in the middle of a case. The story revolves around editor Susan Ryeland. She got the unfinished manuscript of writer Alan Conway’s latest novel, unaware that it would change her life.

I still want to see it.

Fictional Anna

February 11th

Many people are also looking forward to this play. After all, the cast is very attractive, with Julia Ghana as the leading role, Anna Krams, Kirfern Cox and others. This play is written and produced by shonda rhimes, the producer of Grey’s Intern.

The storyline of Douban is still very attractive: Creating Anna revolves around a reporter who investigates the case of Anna Delvi and is eager to prove himself. Anna Delvi is a legendary German heiress on Instagram. She won the favor of new york social circle and stole their money.

Is Anna the biggest female liar in new york, or is it just a new portrayal of the American dream? While waiting for her own trial, Anna formed a dark, interesting and love-hate relationship with this reporter, who was also racing against time to find the answer to one of the biggest questions in new york: Who is Anna Delvi?

The play was inspired by Jessica Praessler’s article How Anna Delvey Tricked New York’s Party People in new york magazine.

This play can still be watched.

How many "hidden rules" are there in project application?

"Getting a national project can not only improve the technical ability, but also recognize the enterprise. Others may look up at us and talk about cooperation. However, these projects are so high that it seems difficult for us to reach them … …”

In our reporter’s survey of 121 enterprises in Chengdu and Mianyang, Sichuan Province, Zhengzhou and Luoyang, Henan Province, and Hangzhou and Ningbo, Zhejiang Province, enterprises generally reflect that in recent years, the state has introduced some policies and measures to support and encourage enterprises to undertake national projects, but many enterprises still have many obstacles when applying. They appealed that enterprises should be given enough trust, the funds of national projects should be put into practice, and the utilization efficiency of scientific and technological resources should be improved.

Project application "emphasizing name over strength"

Some government departments do not trust enterprises, especially private enterprises.

  ■ When an enterprise applies for a project, the evaluation expert carefully digs the sentence and format of the application materials until the project is dragged down.

This year, Zhang Yue (a pseudonym), the marketing director of a private enterprise in Zhejiang, is going to apply for the project of the Ministry of Industry and Information Technology for the third time. Based on the consideration of further improving the technical level, the company applied for intelligent manufacturing related projects of the Ministry of Industry and Information Technology twice in the first half of 2016. At the beginning, Zhang Yue was full of confidence: "The project we applied for is closely related to our own business, and the company has rich application experience in this field. It has made service plans for more than 150 customers, which is one of the best in the industry. Moreover, the company is one of the key recommended enterprises when it is judged in the province, and its strength is definitely no problem. "

The results of the selection were not as expected by Zhang Yue. When the project was announced, she found that most of the selected research institutes had the background of central enterprises. Zhang Yue told reporters that she had called the Ministry of Industry and Information Technology to inquire about the shortcomings of the enterprise so that it could be improved next time. The reply was often "there are many experts, and the opinions of the evaluation may be different". "There are many departments involved in the project, and it is not clear where it failed".

"In this way, we don’t know where to start if we want to improve." Zhang Yue said that although the company intends to continue to apply, it has experienced several previous failures and always feels lacking in confidence.

Similar to this situation, it is difficult for many powerful enterprises to realize their desire to take science and technology projects to a higher level. A private manufacturing enterprise engaged in automobile-related industries in Zhejiang Province invests a lot of money in product innovation and upgrading every year. In 2015, the enterprise applied for a national project to improve its industrial basic capacity and could enjoy a loan with relatively low interest rate. To the regret of Wan Fang (pseudonym), the chief executive officer of the enterprise, the government, banks and other supporting units and enterprises have been busy for quite a while, and finally "draw water with a sieve".

"After the project was approved, we submitted the materials to the lending bank, but because the handling department did not understand the private enterprises, there were many concerns. The project approver invited an expert to make a third-party evaluation. This expert made comments from the feasibility study report, and was very careful about the sentence and format of the materials. After repeated revisions, it exceeded the planned time. " Wan Fang said, we understand the expert’s caution, but this expert may not know the market operation mode of the automobile industry, because unfamiliarity with each other increases the communication cost between the two sides. "For example, experts ask us what to do if the project is unsuccessful? In fact, for the automobile industry, the project we reported must be an industrialized project. Because enterprises that cannot be put into production have to pay the bill, there must be a market to apply for the project. "

More unfortunately, in August 2016, the state introduced a new policy, and this kind of project loans need to implement the benchmark interest rate, which has no practical significance for enterprises to reduce financial costs, so the project ran aground.

Enterprises generally reflect that some government departments don’t know enough about enterprises, especially private enterprises, and they don’t trust enough, and it is often these innovative start-up private enterprises that need the most support. "It doesn’t matter if the project is given to universities, research institutes and central enterprises, even if it is wrong, but it is more cautious to allocate the project to enterprises, especially private enterprises." Some entrepreneurs said.

A person in charge of an enterprise said that at present, some national-level projects require enterprises to jointly apply with universities and colleges, with the original intention of using the resources of universities and colleges to provide technical support for enterprises. But in fact, many colleges and universities are not as good as enterprises in developing new technologies and products.

Many business leaders call for equal treatment of colleges and universities, large enterprises and innovative small and medium-sized enterprises in national project evaluation, and should focus on the technical level and matching degree, rather than weighing the nature and size of institutions.

  "Radish" applies for "tailor-made"

Expert opinions from enterprises are often ignored.

  ■ Some project guides even list the number, brand and model of computers. As long as they are released, they are dishes in people’s bowls.

"The application guide is written like this, and these conditions are set. People with a clear eye in the industry will know who these projects are for at a glance, and the projects have been divided when the guide is released." Speaking of the "Twelfth Five-Year Plan" major new drug project released in a certain year, the person in charge of a biomedical enterprise in Chengdu is a little depressed.

The person in charge said that the national strategy originally only pointed out the direction, but some guidelines set some unnecessary conditions, and even the target of making drugs was obvious, which was almost equivalent to the "radish" application. "It’s like buying a computer. First, you have to specify what brand you want, then you have to specify 13 inches, and at the same time you need red. These conditions are basically exclusive, and there are only a few that meet the requirements."

What surprised the person in charge even more was that some of the projects that won major special projects were not innovative drugs at all, and some pharmaceutical companies had no innovative ability, and in theory they were not even qualified to participate in major special projects. He also mentioned that a national research institute accounted for nearly one-third of the national major new drug projects in a certain year. "This study all senior academicians, research level is very severe. But in this industry, I know each other’s level, and our level is not worse than theirs. "

The "routine" of the project guide is not unique in the biomedical field. In the survey, some enterprises reported that the terms of many project application guidelines were "tailor-made" for some colleges and universities or some enterprises related to them. "Some project guides even list the number, brand and model of computers. As long as they are released, they will be dishes in people’s bowls." A person in charge of the company said.

Enterprises also report that when some departments prepare the project application outline and catalogue, most of the time they only discuss it among experts and professors, and rarely consider the demands of enterprises, and the proportion of experts from enterprises is also very small. Because they don’t understand the market, some countries are far away from the market when they set up their projects, and even have fallen behind the market. During a project exchange, a technical backbone of an enterprise discovered that a national project on machine tools was ready for research and development, and it was planned to introduce foreign advanced technologies and concepts. In fact, this company has developed similar products long ago, and it is far better than the project to be established.

"This is a huge waste of scientific and technological resources, which really makes people laugh and cry." The technical backbone said.

Calvin (pseudonym), the chief engineer in an enterprise, is an authoritative expert in the field of machine tools in China. He has participated in the guide discussion and project review in related fields, but he soon found himself speechless and his opinions have no weight. "Some management departments don’t seem to want experts from enterprises to participate. Some invited experts are not experts in sub-fields, and they often write ‘ Stereotyped writing ’ Materials, even say some ‘ Reach the world advanced level ’ If it is not realistic, the real experts of these words dare not say it easily. "

Many enterprises suggest that it is necessary to fully absorb the participation of scientific and technological backbones of enterprises in the formulation of scientific and technological plans and project application, so that enterprises can have full voice to better connect with the market and avoid the waste of scientific and technological resources.

"Red Top Intermediary" took the opportunity to make a profit

The newspaper materials just according to the declaration guidelines are often not evaluated.

  ■ An intermediary agency said to the enterprise: "We guarantee that it can be evaluated! The condition is that 30% of the project funds will be collected as ‘ Consulting fee ’ "

Applying for high-level national projects has always been the wish of Henan Xintian Technology. Over the years, enterprises have been trying to declare major projects of the Ministry of Science and Technology, but they have been defeated repeatedly and never succeeded. In 2016, an intermediary agency took the initiative to find a company, and the other party said: "We will sort out the materials and declare them through us to ensure that we can evaluate them! The condition is that 30% of the project funds will be collected as ‘ Consulting fee ’ 。”

"This is not standardized. How dare our company do it? Moreover, 30% of the project funds will be taken away, and the enterprise may have to pay money after the project is completed. " Liu Chang, director of Xintian Technology, told reporters.

Like Xintian Technology, many entrepreneurs said that they often met intermediaries under the banner of consulting services during the application process. The reason why these intermediaries have living space is that many enterprises have difficulty in applying for projects, and they have resources to help smooth the relationship.

A person in charge of an enterprise in Sichuan said: "All projects have a declaration guide, but if you look closely at this guide, you will find that only 20% of what should be said & mdash; 30%, if you only report the materials according to the guide, you will definitely not be evaluated. Only by consulting the intermediary can we find out clearly and write materials that meet the requirements, and ‘ Consulting fee ’ It is about 30% of the project funds & mdash; 40%。”

"Enterprises to apply for national science and technology projects, if you don’t know how to evaluate the project and what is the key, you can’t apply at all, which is actually a kind of ‘ Unspoken rules ’ 。” Hai Jie, assistant general manager of Chengdu Zhenxin Technology, said that some small start-up enterprises or overseas startups may have technology, but they are unfamiliar with the environment and have no industry resources, so they need to consult in all aspects. However, some information governments can’t provide consultation, and enterprises sometimes have to go to third parties such as organizations affiliated to trade associations for consultation. This third party often plays the role of "intermediary".

  Unbalanced distribution of resources

The proportion of enterprises that are not in first-tier cities or coastal developed areas receiving project support is low.

  ■ Project review experts have almost become "brothers". You take some this year and I will take some next year. It is always those people and enterprises who get the project.

In the survey, enterprises in Sichuan and Henan generally reflect that the distribution of scientific and technological resources in China is not balanced enough, and the proportion of enterprises that are not in first-tier cities or coastal developed areas receiving project support is low. Taking the biomedical field as an example, an entrepreneur in Chengdu told reporters that in recent years, Beijing and Shanghai have received almost the majority of biomedical research projects.

"The relevant departments mainly invite experts from Beijing in the review of biomedical science and technology projects, and it has long been ‘ Brothers ’ 。” The entrepreneur told the reporter that every time he participated in the defense of the major new drug special application of the Ministry of Science and Technology and the National Development and Reform Commission, although the defense effect was very good, because people in the "circle" were not familiar with the situation in the west, they had to do a lot to get a share.

The entrepreneur said that the "brothers" are very familiar with each other, and they basically greeted each other before the review. You take some this year, I will take some next year, and the cake will be cut and cut. "It’s always those people and enterprises who get the project, who are dying and starving to death."

In order to optimize the allocation of scientific and technological resources, enterprises believe that the evaluation of scientific and technological projects should be based on strength. At the same time, we should give consideration to fairness and encourage innovation. We can try to set the corresponding proportion in different cities. The proportion in first-tier cities such as Beijing and Shanghai is higher, but some relatively remote cities should also have a certain proportion. "Science and technology resources can’t always be concentrated in a certain region and a few systems."
