　　The reward for excessive emission reduction of pure electric dump trucks mentioned in the Measures for Examination and Issuance refers to the financial reward given by pure electric dump trucks after they produce excessive emission reduction effect in the operation process. This reward is a subsidy for the use of links, which is essentially different from the purchase reward of new energy vehicles. The object of the reward for excess emission reduction is the unit engaged in the operation of pure electric dump trucks, which has the effect of excess emission reduction, that is, the owner unit registered in the driving license of pure electric dump trucks registered in this city.

　　(2) Which vehicles are eligible to apply for excessive emission reduction incentives?

　　The municipal transportation department will verify the qualification conditions of vehicles that meet the reward standards, and establish a database of pure electric dump trucks with excessive emission reduction incentives through vehicle identification numbers (VIN codes). Vehicles included in the database must meet the following conditions to qualify for the award:

　　1. The peak power of the vehicle driving motor is more than 350kw, and the continuous driving mileage is more than 300 kilometers according to the full-load constant speed method. 　　3. The first time the vehicle is put into operation is within the period specified in the Measures for the Implementation of Awards, specifically from November 14, 2018 to December 31, 2019, subject to the operation time registered in the Road Transport Certificate.

　　The excess emission reduction reward of pure electric dump trucks is calculated according to the mileage, and the reward standard per kilometer is: 800,000 yuan/225,000 kilometers (accurate to two decimal places), and the upper limit of the reward standard for bicycles is 800,000 yuan/car.

　　1. Vehicles applying for excessive emission reduction incentives for pure electric dump trucks should be equipped with satellite positioning systems that meet national standards, and connected to the dynamic data monitoring platform for new energy vehicles, and the platform will conduct statistical assessment of operating mileage.

The whole vehicle dynamic data monitoring platform for new energy vehicles engaged in mileage data statistics shall meet the technical requirements of Technical Specification for Remote Service and Management System of Electric Vehicles (GB/T 32960.3-2016). Priority should be given to coordinating the national monitoring and management platform for new energy vehicles or the local platform in our city as a special platform for statistics of mileage data of pure electric dump trucks.

　　(5) When will the mileage assessment be stopped?

　　Vehicles that apply for the excessive emission reduction reward of pure electric dump trucks will trigger one of the following situations, that is, stop the operation mileage assessment:

　　1. The operating mileage that has been assessed and counted reaches 225,000 km/car, and the bonus fund that can be applied for reaches 800,000 yuan.

　　2. The time has exceeded September 30, 2025.

　　3. Loss of vehicles.

　　4. The vehicle is transferred out of our city.

　　The municipal transportation department organizes monthly statistics on the operating mileage data of pure electric dump trucks, and publicizes them to the outside world.

　　During the publicity period, dump truck owners who have objections to the statistical data of operating mileage may lodge a complaint with the municipal transportation department. The complaint needs to provide proof of mileage data of the national monitoring and management platform for new energy vehicles in the same period, vehicle trajectory, vehicle running log, business contract and other supporting materials. If there is statistical deviation after the review, it shall be adjusted according to the actual situation. Unable to provide supporting materials, it will not be accepted.

　　The municipal transportation department shall establish a reporting system of incentive funds for excessive emission reduction of pure electric dump trucks to carry out the acceptance, review and distribution of incentive funds. All units registered with the driving license of pure electric dump trucks should apply for the reward of excessive emission reduction of pure electric dump trucks in the declaration system, and fill in the application for reward funds online.
