The article points out that the United States is recognized as a powerful country in science and technology in the world, and its scientific and technological innovation is in an all-round leading position. Even in the fields that the United States thinks are most threatened by competition in the near future, such as information and communication, artificial intelligence, biomedicine, etc., its dominant position in scientific and technological innovation is unparalleled in the short term. However, recently, with the help of trade disputes, the United States unilaterally adopted a series of measures to restrict the scientific and technological exchanges and cooperation between China and the United States, and issued a report on How China’s Economic Aggression Threatens the Technology and Intellectual Property Rights of the United States and the World.
