"Sweeping" the rectification of online literature Jinjiang, starting point, grinding iron, etc. was investigated

  BEIJING, Beijing, August 14 (Xinhua) Since the beginning of this year, in response to the vulgar pornography and other problems in the field of online literature, the department of "eliminating pornography and illegal publications" has vigorously organized special rectification, thoroughly standardized the market order, and continued to strictly supervise the industry. By the end of July, the National Office for Combating Pornography had transferred 347 online literature websites, APP, WeChat WeChat official account and author clues suspected of spreading vulgar pornography and even obscene content, and deployed all localities to actively investigate and deal with them. According to these clues, 10 criminal cases and 67 administrative cases have been investigated. In addition, more than 70 websites were interviewed and ordered to rectify.

  In this campaign, the national office of "eliminating pornography and illegal publications" deployed Beijing and Shanghai to investigate and deal with illegal acts such as Jinjiang Literature City, qidian, Mi Du novel and tomato novel, and publicly exposed them. Zhejiang investigated and dealt with the case of "3.28" making and spreading obscene articles for profit, and arrested 3 people. Among them, Yuan Moumou is a well-known writer who signed a contract for Jinjiang Literature City. Together with the sales staff of Taobao shop, he has produced and sold more than 4,000 obscene books and periodicals in 2 categories, making a profit of more than 500,000 yuan. Hubei successfully closed the "8.03" illegal business case in Wuhan, and eight people were sentenced. Among them, Tang wrote and published online novels in Jinjiang Literature City for a long time, knowing that his works could not be legally published by the state regulations, and cooperated with others to manufacture and sell illegal publications online, with an illegal business amount of more than 1.18 million yuan.

  Many places punished a number of enterprises and individuals by investigating cases, closed a number of websites and apps, and cleaned up a number of WeChat WeChat official account. Beijing has continuously investigated and dealt with many cases of spreading obscene pornographic novels on websites such as Sweet Tea, 17K Chinese Website, Douban Website, Sina Weibo and Motie Chinese Website, and all of them have been given administrative fines. Hebei investigated and dealt with the case of spreading obscene pornographic novels and cartoons on WeChat WeChat official account "Qimiwenzhai.com", and placed the person in charge of WeChat official account in administrative detention for 10 days. Hunan investigated and dealt with the case of "Kanbai. com" spreading obscene pornographic novels, imposed administrative fines and closed the website. Anhui investigated and dealt with the case of "Laughter Point Chinese Network" spreading obscene pornographic novels, which has been criminally filed by the public security organs. Many other cases are being investigated in various places.

  At the same time, the action also focuses on cracking down on infringement and piracy in the field of online literature and protecting the rights and interests of legitimate online literature enterprises and platforms. For example, Beijing successfully investigated and dealt with copyright infringement cases such as Qin Moumou, and verified that it infringed 13,000 works of other digital reading companies, and the amount of illegal profits was huge. More than 90 people have been detained.

  On the 14th, the national office of "eliminating pornography and illegal publications" also reported eight typical cases investigated and dealt with in the special rectification:

  1. Yunnan Tan Moumou’s case of "winning in the university network" spreading obscene articles. On March 5, 2019, Zhanyi Branch of Qujing City Public Security Bureau received the notification from Zhanyi District’s "Anti-vice and Illegal Publications" Office and conducted investigations. After investigation, from 2016 to 2017, Tan Moumou started "Win in the University Network", and uploaded 34 articles suspected of being obscene on the Internet in order to get website hits. After identification, 12 articles were obscene, with a total of 56006 hits. Tan Moumou confessed the facts of the crime truthfully after arriving at the case and closed the website on his own. On July 8, the Zhanyi People’s Court of Qujing City ruled that Tan was guilty of spreading obscene articles, sentenced to eight months in prison and suspended for one year.

  2. Anhui Hefei Chen Moumou and others spread obscene information. In April 2019, the Baohe Public Security Bureau of Hefei City filed a case for investigation. After investigation, Chen established a network technology company. Since April 2018, he has operated websites such as "Old Tie Literature Network" and "123 Novel Network" with employee Jia Moumou and technician Xu Moumou. Chen Moumou uploaded 100 obscene novels to Laotie Literature Network, Jia Moumou uploaded 30 obscene novels to 123 Novel Network, and Xu Moumou copied obscene novels online and provided them to Chen Moumou, and was responsible for the management and maintenance of relevant websites. On May 7, 2019, the public security organs imposed penalties on three people. Chen was administratively detained for 12 days, Xu was administratively detained for 10 days, and Jia was sentenced to an administrative fine.

  3. The case of "book-chasing artifact" spreading obscene pornographic information. In January 2019, the Shanghai Cultural Market Administrative Law Enforcement Corps filed a case to investigate that the "Book Chasing Artifact" network was suspected of spreading clues of obscene pornographic publications. After investigation, many online publications published by "Book Chasing Artifact" are suspected of containing prohibited contents that endanger social morality and engaging in online publishing services without approval. In June 2019, the Corps banned the illegal behavior of "Book Chasing Artifact" network engaging in online publishing services without authorization, ordered it to correct the behavior of spreading online publications containing prohibited contents endangering social morality, and imposed an administrative penalty of 20,000 yuan.

  4. The case of Shanghai Dingtian Technology Company spreading obscene and pornographic information. In April 2019, Shanghai Jiading District Cultural Market Administrative Law Enforcement Brigade carried out verification on relevant clues. After investigation, Shanghai Dingtian Technology Co., Ltd. operates 5 websites and 6 WeChat WeChat official account which provide online publication services. These websites and WeChat WeChat official account have published a total of 1,426 online publications for users to browse, recharge and read online. Among them, some online publications published on the website "Master Network" and WeChat WeChat official account "Master Chinese Network" and "Dingtian Literature" all contain contents that endanger social morality. In July this year, the cultural law enforcement department ordered the parties concerned to immediately delete the online publications involved, and imposed a total administrative penalty of 127,500 yuan on a number of illegal acts.

  5. "Funny Novel Network" published obscene pornographic novels. In March 2019, the law enforcement department of Shaodong County, Hunan Province filed a case for investigation of seven suspected obscene pornographic novels published on "Funny Novel Network". After identification, all seven novels are obscene publications. On May 10th, Shaodong County Cultural Market Comprehensive Law Enforcement Brigade ordered the parties to delete the content, and gave them a warning, closed the website and imposed an administrative penalty of RMB 26,000.

  6. The case of "YY Novel Zone Network" spreading obscene and pornographic information. In March 2019, the cultural law enforcement department of Changsha City, Hunan Province filed an investigation into the clues of YY Novel Belt Network to disseminate obscene and pornographic novels, and verified that there were irregularities in publishing and disseminating online publications containing obscene and pornographic content. On April 18th, Yuhua District Cultural Market Comprehensive Law Enforcement Bureau ordered the website to delete relevant content and imposed an administrative penalty of 20,000 yuan.

  7. Suzhou Siku Digital Technology Company disseminated pornographic information. In June 2019, the cultural law enforcement department of Suzhou conducted an inquest according to the clues assigned by the superiors. After investigation, Suzhou Siku Digital Technology Co., Ltd. provided online comics to users in its WeChat WeChat official account apps such as "Beauty Flying" and "Color Comics" through cooperation with other platforms, and many cartoons contained contents that endangered social morality. Suzhou cultural law enforcement department warned the company and imposed an administrative penalty of 25,000 yuan.

  8. Wechat WeChat official account "Prince Reading Bar" disseminated online publications containing obscene content. In June 2019, the Tianjin Cultural Market Administrative Law Enforcement Corps inspected and found that the WeChat WeChat official account "Prince Reading Bar" operated by Tianjin Chuangsike Technology Co., Ltd. provided online publications to the public, of which six works were identified as online publications promoting obscene content. In July, 2019, the law enforcement authorities ordered the parties concerned to delete the online publications containing obscene content in WeChat WeChat official account, and imposed an administrative penalty of 15,000 yuan.
