In 2016, Che Jun, then deputy secretary of the Zhejiang Provincial Party Committee and acting governor, talked about the efficiency and service quality of government departments when he visited the grassroots. According to the previous procedures for handling the permit, the applicant has to go back and forth at least twice and wait for 7 to 10 days from preparing the materials to applying to the police station and finally collecting them.
